Job Summary

The Regional HR Manager for the rapidly growing Reliable Onsite Services portable sanitation rental Region is responsible for the execution of a regional HR plan to drive operational excellence, employee satisfaction, profitability achievement and business growth, and advancing the Region and Company’s key HR and people initiatives. Reporting to Region Vice President with a dotted line to the Specialty Region HR Director, the Regional HRM provides expertise and solutions in the areas of employee relations, recruiting and staffing, training, employment practice, labor relations, performance management and compensation, employee satisfaction, and legal compliance. The HRM works collaboratively with Corporate HR and the region platform in delivering programs that foster HR excellence and continuous improvement.

Duties and Responsibilities

Description / % of Time Spent

Employee/Labor Relations / 35%

  • Provide guidance to district and branch management on employee relations issues such as HR compliance (FLSA, EEO, etc.), disciplinary counseling, terminations.

  • Conduct investigations and address employee workplace concerns.

  • Provide guidance to district/branch operations on union avoidance and contract interpretation as applicable and in conjunction with the Director of Labor Relations.

  • Promote the employee satisfaction survey and provide guidance to management on developing and implementing action plans to drive engagement index improvement.

Recruiting & Staffing: Manages the recruitment efforts for the region, with emphasis on achieving annual goals such as college and diversity hires / 10%​

  • Work collaboratively with DMs and BMs to assess staffing needs, labor market trends, and sourcing strategies.

  • Manage on-boarding process, including orientation and follow-up to assess employee acclimation to new position.

Leadership Development & Assessment / 5%

  • In collaboration with region management, prepare annual assessment of high potential candidates. Work with management to create and monitor career development plans.

HR Metrics / 10%

  • Track and report on key HR metrics such as college/diversity hires, turnover, and promotions. Partner with finance team in conducting analyses and making recommendations for continuous improvement.

Training / 10%

  • Assess training needs across the region in collaboration with respective region platform disciplines. Work with Corporate Training dept. and Region Trainer to coordinate and deliver training programs for key learning areas.

Performance Management & Compensation Administration / 20%

  • Audit and coordinate with managers and employees on performance content.

  • Guide managers through employee improvement plans.

  • Administer the annual performance and compensation process for the region.

  • Provide guidance to region management in making recommendations for merit and bonus. Ensure region is compliant in adhering to budgets and guidelines set forth.

Program Implementation / 10%

  • Participate in the development of HR programs and implement at the region level.

  • Provide project lead expertise as needed in collaboration with Corporate HR.

  • Required: BA/BS

  • Preferred: PHR or SPHR certification


  • Minimum 5 years broad, progressive and responsible generalist experience in all facets of HR with a strong background in recruiting, employee relations, employment practices, labor relations, learning and assessment, compensation administration

  • Significant experience resolving day- to- day employee relations matters for a high volume non-exempt population

  • Experience working in a multi-state, decentralized company

  • Experience in a transportation, logistics, high volume driver company, or construction related industry a plus

  • Demonstrated success in recruiting for a multi-state organization including sourcing, interviewing and selecting candidates – experience utilizing an applicant tracking system preferred

  • Ability to efficiently resolve an often-high volume of non-exempt employee relations and disciplinary matters to maximize performance management and branch success

  • Strong communication skills, both written and verbal; ability to present to all levels within the organization

  • Strong analytical skills; ability to consistently track, interpret and act upon metrics results

  • Technical HR knowledge – EEO/AA, FLSA, OSHA, federal/local laws

  • P&L familiarity; business acumen

  • Excellent assessment and interviewing skills

  • Strong relationship building and internal consulting skills, interpersonal skills

  • Ability to both collaborate and lead on projects

  • Strong computer skills (Outlook, MS Excel, Word, PowerPoint, HRIS/payroll systems experience)

Working Conditions

  • Normal office conditions; 50% or more travel required throughout the USA footprint of the Region, at times with little advance notice, depending on employee relations, cold starts, meetings and other factors
